PROJECT CYCLE MANAGEMENT (PCM) MANUAL
1. STAGE 1: IDENTIFICATION & ASSESSMENT
Needs Assessment: Use participatory tools (Focus Group Discussions, Surveys, Key Informant Interviews) to identify problems, root causes, and capacities.
Stakeholder Analysis: Map all relevant stakeholders (beneficiaries, authorities, other NGOs).
Output: Needs Assessment Report with clear problem statement.
2. STAGE 2: DESIGN & PLANNING
Develop Theory of Change/Logical Framework: Define Goal, Outcomes, Outputs, Activities, Indicators, Means of Verification, Assumptions.
Budgeting: Develop detailed activity-based budget with Finance.
Risk Analysis: Identify project risks and mitigation strategies.
Output: Full Project Proposal & Budget ready for donor submission or internal approval.
3. STAGE 3: RESOURCE MOBILIZATION
Donor Mapping & Engagement.
Proposal Submission & Negotiation.
4. STAGE 4: IMPLEMENTATION & MONITORING
Launch & Inception Meeting with stakeholders.
Detailed Implementation Plan (DIP) with timelines and responsibilities.
Ongoing Monitoring: Using tools from the MEAL Framework (e.g., monthly activity reports, field monitoring checklists).
Financial Management: As per Financial Procedures Manual.
Stakeholder Communication: Regular updates to communities.
5. STAGE 5: EVALUATION, LEARNING & REPORTING
Mid-term & Final Evaluations (internal or external) to assess impact.
Donor Reporting: Narrative and financial reports as per agreement.
Learning Review: Capture lessons learned and best practices.
Output: Evaluation Reports, Donor Reports, Lessons Learned Document.
6. STAGE 6: TRANSITION/CLOSURE
Phase-out Strategy: Plan for sustainability or responsible closure.
Final Audit.
Asset Disposal as per donor rules.
Finalization of all documentation and archiving.
